December next. Mr. T. H. King, the Police Probationer, is also

on leave and will not return until 25th. October next. In the

meantime Captain F. W. Lyons is acting as Captain Superintend-

-ent of Police and Mr. P. P. J. Wodehouse as Deputy Superintend-

-ent of Police, while the post of Assistant Superintendent of

Police is for the present unfilled. (Mr. Wodehouse when appoint-

-ed to act as Deputy Superintendent of Police was made aware

that it was my intention to recommend Mr. Hallifax (who is his

senior in the Department) as soon as he should be available.)

The Department is, therefore, very short-handed. Moreover, Mr.

Wodehouse will, during the next three months, be almost entire-

-ly occupied with Census work, as in compliance with the

instructions contained in Lord Crewe's Circular Despatch of

17th. November, 1909, it has been arranged that a Census of the

Colony should be held on the 20th. instant, while as reported in

Yu. 36/99/1 my Despatch No. 372 of 28th. October, 1910, Mr. Wodehouse, in

view of his previous experience as Census Officer in December,

1900, and July, 1906, has been appointed to take the forth-

-coming Census. It is, therefore, a matter of urgent necessity

that the Executive Staff of the Police Force should be strength-

-ened, the more so as you will have learned from my recent
